Freedom of expression is a person’s right to express his or her ideas or opinions freely. In Uganda, the law (constitution Article 29) says that Every person has a right to freedom of expression, and this includes freedom of the press and other media.
This means that every person has a right to express their ideas or opinions through speech, writing including books, blogs, etc and on forms of media like radio, TV, Internet and social media.
However, the law limits certain limits on this freedom namely;
False information (This is called defamation)
Prohibition of publication of information prejudicial to security. (Such as the locations of strategy weapons or army tactics)
Promotion of sectarianism.
Prohibition of importation of or distribution of prohibited materials (Especially ideas that are against public morals).
Chain letters. (Sending letters asking persons to send money to an address in the letters.
The punishment for this offence is six months imprisonment or a fine of four thousand shillings).
