A suspected robber, who puts on a police uniform and targets boda boda motorcyclists has been arrested with the help of CCTV cameras. The suspect, Fauswali Isabirye, has been putting on a police uniform pretending to be a serving officer and carrying out arrests of unsuspecting boda boda riders. Kampala Metropolitan Police (KMP) said in a statement on Monday night that Issbirye was carrying out thefts with his colleague Moses Tukesiye. Both are residents of Palisa District. It is alleged Isabirye impounds the motorcycles before telling his victims to find him at the nearby police station. Uganda Investment Minister Annite has said, Government has lost control of Uganda Telecom Limited (UTL).

Government has "technically lost control" of Uganda Telecom, the state minister for Investment and Privatization Evelyn Anite has revealed.  Anite told MPs on Thursday that when the Nigerian firm was contracted to revamp UTL, Taleology Holdings GIB Ltd failed to meet its contractual obligations of investing Shs 268 billion in the telecom as agreed, Bemanya Twebaze the registrar general of Uganda Registration Services Bureau (URSB) remained as the administrator of UTL having been appointed in 2017. Russia Plans to Block Major VPNs as Next Step in Closing Up Internet.

Great Firewall of Russia. Russia is getting closer to implementing the sort of internet regulations that exist under the Great Firewall of China. Earlier this year, internet providers began preparing to conduct tests to find out if Russia can build an internet disconnected from the rest of the world. Now, Russia plans to block major VPN (virtual private network) services that allow users to reach banned websites. In March, Russia’s telecommunications regulations agency Roscomnadzor told the top VPN providers to link their servers to the government-run IT system, which it uses to prevent people in the country from accessing banned sites. Independent Facebook investors voted overwhelmingly in support of proposals to fire Mark Zuckerberg as chairman and scrap the firm's share structure. According to the results of votes at Facebook's annual shareholder meeting last week, 68% of outside investors want the company to hire an independent chairman. The majority was up from 51% last year. Despite the revolt, the proposals did not pass because of Zuckerberg's voting control of the stock, which means he can swat away shareholder demands. "Arrogance is not a substitute for good corporate governance," said Michael Connor, who helped coordinate action among activist Facebook investors. In a filing on Monday, Facebook revealed how investors voted on a raft of proposals at its annual shareholder meeting last week — and the results underline the unrest among outside investors. According to an analysis of the results by Open Mic — an organization that works with activist shareholders to improve corporate
