Part 2; Open Letter by Osuta Yusuf, to President Museveni Over Lacuna in the Passed Computer Misuse Amendment Bill 2022.
Greetings your excellency President Museveni, your family members, countrymen and countrywomen.
I would like to use this opportunity to write the second letter in regards to the above mentioned bill that was passes by the Parliament of Uganda on 8-September-2022.
Your excellency, as you are aware the entire bill is bent on curtailing people's freedom of expression over a range of issues but not much bent on protecting technology itself, i would like to take your attention to one of the clauses in the bill that criminalizes people from speaking their minds about tribal acts and behaviors in the Country.
Your excellency President Museveni, the bill seeks to ban people from speaking on tribal sentiments, which i believe to some extent, is fair to avoid talks that can cause tribal conflicts but we must also look at it from the opposite angle.
Our country has had very many number of government and NGO officials who practice open tribalism by awarding jobs to their relatives even after others have applied for the same jobs.
Using Social Media to express their grievances encouteted from such job has always been a healer to many who are victims of Nepotism and Tribalsim in awarding of jobs, distribution of development and services in the Country.
Your excellency, amending laws to cage people from speaking about nepotism in job sector can not be the solution to address such outburst but it would rather set a time bomb for the Country.
Dear President Museveni, this reminds me of a proverb that says, people begin to heal the moment they feel heard.
And Social Media has always been the platform for many Ugandans to speak their grievances.
Please your excellency, do not ascend to that bill because many officials in government and organisations will abuse the law by using it to give jobs to their relatives and whoever speaks about it will be dealt with by the law.
Such will only pile people's angers that will accumulate with time and may burst against a section of some officials, tribe or even against the government.
I speak all these, for God and My Country.
