Former Kampala District Woman MP Nabillah Naggayi Narrates How She Used Shs850m Loan to Relocate Family to Canada, Paying Ticket, Hotel Bills and Paying Lawyer.

By Anthony Wesaka.

Former Kampala District Woman MP Nabillah Naggayi yesterday took to the dock and narrated how she spent a Shs850m loan she obtained from former Makerere University vice chancellor Prof Venansius Baryamureeba.

Ms Nabillah, who alongside her husband, Mr Isaac Ssempala, admitted being indebted to Prof Baryamureeba, said the first loan of Shs450m majorly went into relocating her entire family to Canada.

“I used $20,000 on tickets, then paid $5,000 to a lawyer, and later retained the lawyer whom we gave a total of $30,000 and part of the money was used on hotel bills,” she told court presided over by Justice Stephen Mubiru.

She said she used part of the money to relocate from Toronto to a more affordable state.

Asked by her lawyer, Mr Naboth Nehairwe, how she intends to service the loan, the former legislator told court that she had hoped that her husband would get a job in Canada and start paying back slowly, which was not the case.

“Even the relocation to another province, I used part of the money to buy tickets,” she said.

She explained that she asked for a second loan of Shs400m from Prof Baryamureeba because renting in Canada was becoming expensive and that she used it to buy a house.

“When the second loan was disbursed, I converted the money into $10,5000, which I sent to my husband, which money he received after some days and the house was purchased in the names of my husband,” Ms Nabillah told court.

Asked whether she paid back the same second loan, Ms Nabillah said: “No, I did not because I had to remould the Kampala house into three apartments. When I had started to repay and had paid Shs50m, Covid affected the renting so much.”

“My husband was also not able to contribute to the repayment because the salary he was earning in Canada, was little and could not sustain himself and then have some sent to repay the second loan,” she said.

Towards the end of the hearing, Justice Mubiru asked the former legislator whether she is liable to loan obligations and she admitted so.

When the judge asked whether he should now enter a judgement against her, she was non-committal.

“I am not a lawyer, we came to you for a judgment,” Ms Nabillah responded.

Earlier in the course of the hearing, Prof Baryamureeba asked court to stop the selling of Ms Nabillah’s house in Kampala until she pays him the outstanding debt of Shs800m.

Justice Mubiru concurred with him and halted any sale of the Kampala house until the pending case is determined since it was used as security for the disbursement of the said two loans.

The property is comprised in LRV 4004 Kyadondo Block 273 Plot5 Katuso Close in Kampala.

Prof Baryamureeba was required to return the title to Mr Ssempala after court ruled that it had no connection with the loan extended to Ms Nabillah on grounds that it was not a mortgage but the title will be deposited in court as a matter of vigilance.

UGANDA ELECTORAL COMMISSION TO ELIMINATE NATIONAL IDENTIFICATION CARDS (IDs) FOR 2021 GENERAL ELECTIONS.

The elimination of using National IDs (Ndagamuntu) for the 2021 elections should not have come as a surprise. One would be very NAIVE to think that Bobi Wine has not prepared for this in his Business Plan under the RISK section. It is public knowledge that our EC is not independent.  It is also public knowledge that Military Dictator Yoweri Museveni will never lose an election. What stunned us this morning is when we noticed that on social media, people were mocking Bobi with his "get your Ndagamuntu".  We are on record for saying to all Our readers that the National ID is like Apartheid in South Africa. Students of History would know how those IDs were being used to arrest people, deny them jobs, deny them basic services. Consequently, Bobi was not wrong and will never be wrong on the Ndagamuntu. Except the ones attacking him and mocking him forget that in Uganda, now, no National ID (Ndagamuntu), no service.  If you have not been denied registering your child i...

Here is Why Our Utterances For Praying Jesus And God To Come Liberate Ugandans, May Be Misplaced. This Phrase is like inform of a Letter To Some Categorized Section Of Ugandans.

Last week of March, a friend told me to pray for Uganda.  I told him that he was an Idiot and we have prayed for too long and we are still hungry and sick and Jesus is not coming soon to liberate us. He then ignored the STUPID and sent me a picture we all now know.  It got me totally messed up.  This guy was telling me to pray then sends a picture of men bowing down in blood.  He might have meant guns but I blocked him because his utterances of praying for Uganda were misplaced. I unblocked him 3 weeks later and asked him about praying and assassinations.  His reply "eithrr prayers or guns or both". I hate violence with a passion.  So he is now blocked in like FOREVER. Do you feel safe?  Do not feel safe. Uganda regim...

Okello lost his wife 20 years ago and decided to only focus on their Mateo, Yona and Yosefu. 20 years later, Okello had 7 acres of land, a successful poultry business, and sinotrucks for hire. Early this year, Okello got a call telling him that one of his trucks knocked a boda boda. Okello decided to rush to see if he could sort it out before police became involved. However, of late, Yosefu the last born has started complaining that he was cheated, and he wants to be given something else because most of the chicken in the chicken business died of a fever.   Can ...
