IS GREED AND TRIBALISM SWALLOWING ARUA DISTRICT LC V, WADRI SAM NYAKUA ❓.

THE CONCERNED PEOPLE, PLEASE HELP US TO  RESOLVE THE GREED OF CHAIRMAN LCV OF ARUA DISTRICT. OUR CITY HAS BEEN INFECTED BY SELFISH INTEREST.

Dear Westnilers, I have decided to bring this topic on Public platform because our failure to do so has severe consequences to our greater Interest.

Just few days to the Official opening of Arua City, trouble has engulfed the City project by ugly face of greed showing up.
There is a bitter war between Chairman LCV & Municipality Mayor on who will be the interim City Mayor.

Naturally, it is the Municipality upgraded to a City though it annexed some areas of the district. 
The district remains and ideally its HQ is to be shifted to Vura County. So, the Chairman LCV still remains the same person unless he decides to resign or is removed from Office. 
This simple logic is not being understood by our local Political Actors in Arua District.

Chairman LCV Mr Nyakua wants to take over as interim City Mayor using a laughable argument that the City is an equivalent of the district since it swallowed Ayivu County.
I am told these individuals even go on Radios to abuse each other instead of going to mobilize our people to embrace the coming of the City.
This unacceptable immoral and totally stupid mentality that I implore everyone to reject in  totality. 

Out of the many Cities taking effect on 1/07/2020, three of them including Arua have issues of Interim Political leaders.
How can a Substansive Chairman LCV step low to go and take a job in Acting Capacity for less than 8 Months or so? What is the Science or Art here?

THE BIGGER PICTURE.
- We the people of Westnile must protect this City from evils of unnecessary bickering witnessed in KCCA. Arua City is not only for Arua district but for the entire Subregion of Westnile.
Nobody, I repeat nobody must allow an Idiot to ruin this dream City. We all know how Governance issues do impact on service delivery and development. And so we are better off protecting this baby called Arua City before its discourage.

How can Arua City be in such ugly position? When did my people of Westnile start this level of "Anyagbolo" ie greed/selfishness?

So, all my Patriotic people of Westnile urgently rise up and solve this obscene problem immediately. If we can resolve it using dialogue the better but where dialogue fails, then legitimate forceful methods like removal of Chairman LCV using vote of No Confidence must be executed immediately to prevent murder of the City functioning on arrival.

CONSULTATIONS.
I have personally consulted Ministry of Local Government Office of Urban Administration. They have referred the matter to Attorney General's Office for legal guidance before they take decision.
However,they are of an opinion which I can't share here before they formerly communicate.

WAY FORWARD.
1. An immediate dialogue should be initiated between the two Principles.
- I hereby beg Hon Ministerial Mario Obiga Kania, Hon Minister Gabriel Ajedra Aridru, Hon Atiku Benard to initiate this dialogue to address, reconcile & reach a position on this subject. This should take immediate effect. I plead with you the Honourables I have mentioned.

2. The two people fighting for the position should both step aside and the Council should select one of the two division mayors to take over as Interim City Mayor.
This is to ensure no more bickering.

3. District Councillors should mobilize and move a Vote of No Confidence in the Chairman LCV and removed him legally. I beg lawyers from Westnile to guide the Councillors on how to go about this process. Dear lawyers, this is your time to rise above self.

4. Both Individuals should step aside and contest for the Office of City Mayor in next coming General Elections. This will make the people to decide their fates.

NB. I have written this article as a Patriotic Westnilers with direct Interests in the Arua City by  virtue of my being from Westnile region.
So, I have no regrets whatsoever for objectively bringing this issue on public platform.
