MEANS: Any act or omission, by which severe pain or suffering whether physical or mental, is intentionally inflicted on a person to make them do or say something or to stop them from doing the same.
The constitution of Uganda protects all citizens from inhuman and degrading treatment by any person including those in authority.
It is not an excuse to say that you tortured someone because of political unrest, public emergency or “Orders from Above”.
