MY SPECIAL APPRECIATION AND TRIBUTE TO FORMER CHIEF OF DEFENCE FORCES (CDF) AND HIS EXCELLENCE THE PRESIDENT, MY APPOINTING AUTHORITY. To: Gen DAVID MUHOOZI (MP) / Minister for internal Affairs designate. By Andama Richard Former RDC Yumbe. My false fake Interdiction.

It was all storm and hullabaloo when all the media houses, online segments, radios, social media gurus were all veiled with sock ! Flame was all over, it was a wash all over including Ugandans home and diaspora.

The transport and logistics officer Mr. Masagazi Deogracious was used to destroy the blue eyed man of the appointing officer. Mr Masagazi who also doubles as under secretary had a tag on our heads on sectarian and nepotistic basis.

 First he deployed police to remove my official vehicle by force from home within one week of my interdiction before i could even do an official handover , this is a vehicle i had maintained and repaired using my personal salary for the last one and half years without any coin coming his office as i demonstrated patriotism and cadetship in line of my duty!  The  manipulated  not procedural interdiction was all office staged. Two occasions i was told by our senior human resource officer that Andama your interdiction was office politics and you have no case to answer! Really ! Then why play with my  fundamental rights and life ? I decided to play it calm ! Masagazi  decided to maliciously post my fake unofficial interdiction letter not being sanctioned by the president  on  our RDCs forum and social media in order to attract embarrassment and defame my good earned reputation ,  the letter  they secretly secured without any directive from my appointing authority knowing that it was a lie and malice , this was three months after my tortured colleague Eric Sakwa was going thru such a humiliation ! @Esther Mbayo leaving her flocks  and senior mobilizers to suffer on the hands of unscrupulous people ! Yet she was our custodian and had powers to investigate , sanction a disciplinary committee to timely interrogate such unfounded , illegal  not to merit allegations on me.

I and Sakwa were targeted for fighting  corruption tendencies that were being practiced here and there but because we chose to talk about such, we became targets for elimination and yet we were mandated to our roles but in turn the corrupt would buy their way out leaving others in fear.

The entire world on the morning of Monday 6th July 2020 was received with a new twist of news. I was secretly called  by the officers  to receive my fake fated interdiction letter over the weekend _ Saturday 4th July 2020 while this move was pocketed, they couldn't wait any second to pass by!. I couldn't go to court to sue them like my other colleagues but opted praying for them and call for  mother Mary's interceding in  that they could get saved or use people of God to pray for them ! I engaged Bishops,  priests, pastors reverends ,  sheiks ! Everyone would say they are praying for me.....! Although   I have suffered silently for the past one year, with my family, friends, relatives and my  children couldn't even go to school because someone chose to innocently defame, destroy and kill my progressive career, one day God will answer my prayers completely .

The power hungry  will be humbled one day,  God will lift the humble again and the  humble will be  humbled!

Your  excellence sir, i wish to extend my gratitude to you and thank you for taking our minority report to you seriously over these in sincere treatment of children  of God and your committed cadres,  that God  has heard the prayers of his weak servants ! because power doesn't belong to them.

After receiving this letter with a very heavy heart, i tried to imagine myself what " Jesus" went thru on the hands of liars who plotted him after Judas Iscariot receiving only 30 cents! The bible i have read for the last 30 years came to be true .

I was told by the secretary office of the president Hajji Yunus Kakande that CDF was directed by you  to investigate me on a shooting allegation of some  people that happened in Koboko  district where the DPC Koboko Mr. Hassan Kassinga , Diso ,and deputy were all being summoned to appear in kampala for interrogation over the incidence that i was totally  green about. I was reliably told some people had maliciously smuggled my name with the Koboko team such that a confusion could  be insinuated in state house to recall me by the president for a possible interdiction which was a planned move by an organized pigs to misinform and misguide you. Yet my district designate is Yumbe not Koboko !

However, the plot worked in their favor and they had to interdict me and immediately remove the RDC Koboko Mr. Yahaya kakooza  from westnile then transfered him to Bakomansimbi district in order not to be victimised by the people of westnile and Yumbe locals who had petitioned secretary office of the president with over 20,000 signatures to reverse my interdiction . They had already succeeded in their plot to cause commotion and confusion in the whole process !

Immediately, i would see Kakooza being transfered to Namayingo district in January reshuffle , all this was in a period of six months ! The clique were running away from insinuations .  

The two theories that were crafted were over Our support for  Eveline  Anite  State Minister of Investment and privatization designate...! something i was not privy to.... and My purported meeting with one  Gen. Moses Lukujo of the bundled team from S.Sudan a man who is working with government of S.Sudan  which stories were crafted and posted on social media by the key plotters as a true story, which story my supervisors then rushed to interdict me by generating unspecific  fake articles of public standing orders without stipulating any reasons, particulars and even offences, but to forward me to rewards and sanctions committee that never sat ones to hear my case until the interdiction was  lifted unconditionally ! .....Isn't this  a sophisticated modern corruption that is  transforming or  metamorphosing  in our offices today ? the dropped Minister Mbayo could not reply any letter that she received over these inhuman treatments of her juniors, she became the alpha and omega at the same time the appointing authority of RDCs! My question is was she therefore corrupt ? Why was she dropped? Who will account for our reparations ? These people have failed and refused  to pay us up to now but we are still praying for the rest! 

The book of ecclesiastics 3 gives it all that time for everything and it will come....! 

Hence, the news had to go the thick skies and clouds of the nimbus that was about to form rain for the farmers who were in the middle of C19 pandemic and in lockdown . 

This was just one week after a report by WHO surveillance team that had rated me one of the best formidable and  outstanding RDCs that had performed to their expectations in enforcing SOPs in a refugee context  and prevention of C19 in westnile region.

Yumbe being one of  the highly populated ditricts in the region and a refugee hosting district in Uganda with a total population of about 1million people, all went well under my watch and guidance as the chair of the district task force and chair westnile RDCs.

However, still Yumbe district became one of the most peaceful and organized districts in Uganda well branded from being one of the violent, insecure , to the most peaceful and a tourist destination to all. The rampant insurgencies along the borders of South Sudan and smuggling of guns through the porous borders seized.

Yumbe district would be voted and awarded by the IGP  performance  awards committee the best performing  district in 2018_2019 accolade award for  due diligence in following all security related parameters, coordination  , timely reporting of crime incidences , DPC and RDC cooperation , best practices of ensuring suspects were timely produced to courts of law  within the 48 hr period among other key security requirements as enshrined in the constitution. 

DPC would receive a big bull and a trophy as a prize on behalf of the Yumbe  DSC_ District Security Committee. 

It had happened years back , when the Pharisees questioned Jesus' background and yet he being too young to do what he could do !

Andama being one of the youngest RDCs with all the energy  and a good mobilizer in the region and nationally, his energy, commitment, dedication ,skills and workmanship was valued as a threat to those who are always at liberty and anti development  to envy any successful person ! His zero tolerance to corruption,  where he would hold everyone accountable in the district for any government projects  caused a plot against him! He would be seen by others as if he was steeping and  overshadowing them so a clique were formed against my wishes .

The groups started clandestine meetings by generating false propaganda and writing uncoordinated stories and posting them  on social media,  acts which were prejudicial and subversive in nature without any genesis and evidence .

 They then went ahead crafting fake stories that would be supplied to my supervisors including our  Minister with all sorts of  false and ridicule to bring me down ! The down to earth servant of people was eventually crucified on their desired cross. 

 The Minister  couldn't even  send an independent committee to investigate these allegations but only to ensure that i was to be falsely interdicted !

However, one would ask what the mafias, plotters, gangs anterior motive was! 

Why i was targeted later come out to be the tough , radical,  strange strategy i used to protect the environment and Kei forest, because i wasn't minding about who the mafias in these forests were , they had to think very fast to corrupt those they could by sacrificing the son of God. Teamed up such that ones i am removed from the space, they will eventually do what they wished and pay their way out at easy.

Yet, who were behind this organized lies and crimes of office politics of corruption and tribalism where some of us were technically removed in January reshuffle  and their own sons and daughters are fixed! Is Uganda for some specific people? When you put them to task! they say you are crossing the line really ! Do Ugandans have rights to ask all impunity that the sizeable chairs practice or they must cry foul ? 

Corruption goes with such lies_ but who is responsible to punish such perpetrators ! How of all  do you lie a whole  General that CDF is investigating a case where you just wake up in the morning  and think of  interdicting a person at  will !

I met Gen Moses Ali  twice, at his home in Adjumani and his kampala office , but the liars kept telling him on phone that CDF and CMI were investigating my case of having a meeting with one called Moses Lukujo of South Sudan ! really ! are these officers Ugandans ? doing this to their fellow Ugandans?or power belongs to them ? Why stoop too low with impunity because you are the boss!  that office of Integrity is still yet to be cleaned ! I am happy with the  president for the first step!

I am happy a new Minister is taking over that docket of presidency , my prayer is she should be guided by the lord not the corrupt  individuals who think they own government offices and take law onto their hands !

Some of us may not wish to sue them but one by one their days are following because we pray to the living lord.

CDF under the stewardship of Gen David Mohoozi was able to reply my letter within six days and guided that my deployment should be done by the  line Ministry but apologized for all the inconveniences caused to me ! And yet they were not aware about this task! Where is the report of my interdiction ! Where is the letter formerly directing for my interdiction ? When i went back to them, they told me " may be the president was misinformed " really !  Should i take these people to public court? Telling my interdiction story to the world has relieved me and i am now a free man. 

Now who has lied and hasn't lied ? Who is more professional doing true service to Ugandans ! Will our future generation go thru such menace again ! Are some people second citizens ?  Who are practicing hide and seek corruption, nepotism, sectarianism , tribalism and elimination method , abuse of government offices!

CDF / UPDF and SFC my sincere appreciation goes to you in particular to Gen. David Muhoozi and staffs who are custodians therein you made me feel proud of you with your level of courtesy and professionalism .
