World Bank Officials Grill Contractor in Arua for Delayed Work and Lacking NEMA Certificate.

The officiasl from World bank, Ministry of Lands, Housing and Urban development were on Monday 8-May-2023 left in great shock after the contractor “NIEM ESTABLISHMENT LTD” who was awarded with Ugandan Shillings 1,300,000,000 bridge construction project in Arua District lacks certificate of approval from National Environment Management Authority  (NEMA) six months down the road after the construction project was launched. The 1.3 billion shs project was signed to be executed in 8 months. Amid the fierce querying, the Arua District LC V Chairperson Hon Alfred Okuonzi interjected, and said, Arua District played some role into this, adding that, these funds that have finally been utilized in some of these projects here in the District, were in the past three years returned back to Ministry of Finance over some unexplained circumstances. He said, months later after they were sworn into office, they traveled for a meeting in Mbale, where he raised the issue of World Bank funds sent to the various Districts, being returned back to Kampala by Government, a matter of concern which Wolrd bank took to act upon and directed government of Uganda to  resend back all those monies to the Districts. Therefore, as a District, we had to act by ensuring we get that money for this project to be undertaken as other things will follow along the way, Hon Okuonzi stated. The LC V Chairperson’s statement was backed up by the contractor who said, they had already fulfilled all the requirements to obtain  Certificate of Approval from NEMA to allow them do the construction project. Mrs Christine Kasedde, the World Bank representative wondered, what if NEMA will turn down issuance of the certificate and yet the work has gone to about 50% ?. However, the delegation from Ministry of Lands, Housing & Urban development, Arua District and World bank officials were not only bitter with the contractor about issue of NEMA Certificate but they were also unhappy about the delay of the project completion. Information obtained by our reporter indicates that, the 1.3 billion project was launched in November 2022 and the contract period signed is 8 months. The delegation asked the contractor on which miracle he is going to perform to ensure construction of the two bridges are completed within these remaining two months as the works are still standing at 60% ?. The contractor said, he is going to rush to complete the works in these two months, a response that baffled Hon Alfred Okuonzi the Arua District LC V Chairperson. Hon Alfred Okuonzi appealed to the Contractor to ensure quality work. “We may get problems with you when you rush to do some shoddy work at these two bridges”, the LC V Chairperson cautioned the contractor. Hon Alfred’s caution made the Contractor to bring in the issue of “Contract Extension” which he said, will be presented before the District officials soon.
