The Deputy Resident District Commissoner for Arua District, Mr Ezama Ham Mizamil has on Thursday morning 11-May-2023 restored sanity amongst aggrieved parties in a land conflict.
Mr Ocama Musa who is the complainant, accused Mr Jino Ocima over trespassing.
The complainant Mr Musa accused Mr Jino for trespassing into his land in 2020 and reported the matter to Community Liaison Officer (CLO) for management but to date, the matter has not been settled.
Mr Musa alleged that, at one point, the accused came to attack him with some people when he was digging in the garden and the attack left his son with some injury, of which, he reported the assault and the case is in court.
“On several occasions, Mr Jino left animals to go and graze on food crops in his garden”, Mr Musa added, a statement which was confirmed by the area LC1 of the village who was present in the meeting on Thursday 11-May-2023.
The accused Mr Jino instead denied the allegations by Mr Musa, but instead said, his father gave that land to Mr Musa to settle with his wife he had newly married that time in 1983.
Mr Jino Ocima (the defendant) who calls Mr Musa Ocama (the complainant) as his nephew with whom he grew up together with, are both residents of Ojibari village, Ayaa Parish, Ajia Sub-county, Vurra Constituency in Arua District.
Hon Ayikobua Cosmas the LC V Vice Chairperson for Arua District who is also the Councillor representing people of Ajia Sub-county to the District, advised the two aggrieved parties not shade blood or kill themselves over land matters.
“We got all these Lands here on earth, the potion that shall be used to bury each and everyone of us is very small! Why should we then torture or kill ourselves over it” – the furious Councillor asked.
He briefed the two parties about what the law says about acquisition of land in Uganda during the time the 1995 constitution of Uganda was promulgated, a narrative which he said, if going by the law, it makes Mr Musa Ocama as the automatic owner of the land in question.
Hon Ayikobua Cosmas while thanking the Deputy RDC Mr Ezama Ham Mizamil for always handling matters head-on without delays, he said, many times our people and public officiasl / officers in Arua District handle problems with some breakdowns and delays, henceforth giving chance for the problem to become worse.
The Deputy RDC Mr Ezama Ham Mizamil in his decisions over the matter, urged Mr Jino and Mr Musa to remain calm and never to encroach on any other parties boundaries until a specific date is fixed for them to go and inspect the boundaries and also to declare their final decision over it.
He averred that, much as the law makes someone an automatic owner of a land after using / staying on it for 12 years without any disturbance from the giver (landlord / landlady), they are not going to use the law to make their final decision on the land conflict.
We are all humans and we are going to put on human face while making our final decisions over it so that there should be lasting peace and love amongst the two parties, the Mr Ezama Ham concluded.

The conclusion remarks delighted the conflicting parties and they eventually greeted each other happily at the end of the meeting.
