The association of Disco operators in Arua District (Vurra Constituency) yesterday 25-8-2022 pleaded with the Resident District Commissioner Mr George Emmanuel Owanyi to have mercy on them after the Council of Arua District passed a resolution to ban Discos in the new District of Arua (Vurra Constituency).
The decision arose from complains by elders and other concerned residents in the District who claim, over 2000 young girls have been impregnated as a result of rampant Discos.


The Disco operators have denied the allegations of rampant teenage pregnancies as a result of rampant Discos.
They shifted the blame on Bar / Shop operators who sale none consumable and consumable goods like Alcoholic drinks, juice drinks etc etc who play loud music for free to attract customers.
"How can someone pay 1000 Shs for entry into a Disco Hall when a shop seller has put another disco with a woofer for free", the Association members asked.
Majority of the operators claim, they borrowed loans to run these Disco systems and banning them from operating would gravely backfire on their income and loan repayment.
Another woman, who is amongst the Disco operators said, she pays the fees of her children from Discos and banning it would mean her children will drop out of school.

The association praised RDC Mr George Owanyi for being the first RDC in the District to organize a meeting with the Disco operators to hear their own side of the story before implementing Council resolution.
The last time we had a meeting like this, by then former RDC Mr Nahori Oyaa commanded us to stop operating Discos and the next day, he deployed soldiers to beat us and everyone in Disco Halls in the District, the operators lamented.


The Police officers attached to Vurra Sub-county police station who attended the meeting, reiterated that, they have being having challenges on policing Disco operations.
The Officers, ASP Gume and ASP Beinomugisha advised the Councillors to come up with regulations that correspond with the Constitution of the Republic of Uganda, which is the mother law of the country before starting to implement it to avoid legal repercussions and frictions with the residents in their line of duty / policing.


The understandable RDC, Mr George Owanyi accepted their cries for leniency before implementing the Council resolution but warned them not to organize any disco until they sit for the next meeting scheduled for Thursday 1-September-2022 which is expected to be attended by the District CAO, DPC and LC 5 Chairman who missed the meeting of yesterday 25-8-2022 over some endeavors that took them.
Humble Mr Owanyi said, the reason he organized yesterday's meeting with the operators, is in the interest of "Principles of Natural Justice".
You can't condmen or judge people without hearing their own side of the story, he added.
