Sebaduka is a jack of all trades. At one time he was a school teacher until the DEO came for inspection and he escaped through the window of the P3 classroom before he was arrested. After watching every legal tv series there was, he decided he was ready to become a lawyer. While representing his first client in court, he was asked for his 'PC'. He confidently told the magistrate that he left it at home and he would bring his laptop at the next hearing. When the court orderly was told to arrest him, Sebaduka showed them that he was an escape artist as well. He jumped his desk, pushed the magistrate out of the way and escaped through the Magistrate's chamber and out the back door. But now Sebaduka wants to know what makes a real lawyer because he thought it was being able to argue and he does not understand that PC thing they asked for.
WHAT DOES THE LAW SAY
In Uganda, a lawyer is someone who has studied law and has graduated with a Bachelor of Laws (LL.B) degree from a recognized university. This means that not all universities can teach you law and you become a lawyer in Uganda. For example if Sebaduka goes to Musa Body Machinery (U) Ltd or Mbarara University Of Science And Technology, regardless of the fact that they teach aspects of the law there, they will not be recognized as lawyers because these are not schools approved to teach law in Uganda.
However, this still does not make one the kind of ‘real’ lawyer that Sebaduka is interested in(one who can go to court and represent clients) Lawyers who have a law degree must go to LAW DEVELOPMENT CENTRE and graduate with a Diploma in legal practice. Thereafter they must apply to be added to the roll of advocates at the High Court. ( This is a register of all advocates who have a right to practice in all magistrate and other higher courts in Uganda)
After this, the lawyer must apply for a PC - we don't mean a personal computer but a practicing certificate. This is what allows lawyers to go to court and represent clients.
If a lawyer has this PC you can easily find out as a client. It can be found on the Uganda Law Society website. As a client, this means you won't be embarrassed by a lawyer running out of court because they are not allowed to represent you.
