Press Release by Mr Andama Richard Over an illegal Plot to Impose a Parallel Chief for Ayivu Chiefdom.

Going forward :
The people of Ayivu within and in diaspora has in strongest terms dismissed , revoked and disregarded as false and fake a social media gathering clip that took place at Arua City social center on Ediofe Cathedral road opposite Arua City Auditor General ‘s office on 15th January 2022 under the stewardship of imposed and purported Prime Minister of Lugbara Kari Mr. Tuku and his cohorts to elect a chief for Ayivu Chiefdom without prior consultations and seeking the mandate of the Ayivu Clans.
The constitution of the Republic of Uganda will never be abused at will by self seekers on formation of constitution of traditional or cultural leaders.
Hence, the culture, customs , values, traditions, and aspirations of the people of Ayivu shall be guided jealously and shall never be contradicted , manipulated , mimed ,crafted, caged, or made as a comedy, and be mixed in broad day light as we watch at the periphery of the fence as power hungry seekers may want to strategize their political clout under the egg shell with total impunity ! good enough we know the people behind these manipulations .
Similarly, chapter sixteen Article 246 of our constitution is clear on this mandate.
Emphatically, the people of Ayivu in particular and categorically wish to disassociate , distance themselves from this illegal ill fated group that is masquerading , creating ovarian melody and rebranding themselves to be representing people of Ayivu under Mr. Manasi Yumah and company or faction whose agenda is unknown to the majority of the Ayivu people with help of illegal Lugbara Kari with no legal audacity , Cultural constituency and area of legal gazetted jurisdiction under Ministry of Gender Labour and social development and cultural Affairs with deficiencies and mandate to be described so since its formations, structures, values, customs, aspirations, and chiefdom inclusions are still miscarriage of cultural and social justice not free from corruption.
Whether chairman of Ayivu elders or Chief of Ayivu or Opi of Ayivu, as others also dispute it, Our crown ” POWER STICK ” is still being held by His Highness AGONDUA MIKE and that is what defines the cultural allegiance of our time.
Therefore, the protagonists, architects, movers, characters, partners ,alumni, cohorts, pendulum pushers in this arrangement ought to understand that the violation of our legal cultural rights as people of Ayivu and others who pay allegiance to these values by virtue of their residence and existence as a cosmopolitan city should not be put to test and eventually abused without consequences to pay for damages that may arose as a result of infringement on the rights and dignity of those who feel offended by these actions.
Seemingly, the seven former sub counties of Ayivu ie. Oluko, Dadamu, Manibe, Aroi, Ayivuni, Adumi, Pajulu, shall never celebrate swimming in a dry ocean.
In simple terms, this has been a misplaced episode and highly condemned across the colonies of the elite class of westnile fraternity. Hence, the organizational infrastructure of the same still needs a litmus paper to under go a number of tests.
Presumably , Lugbara Kari as a CBO has never structured and constituted itself according to the laws of the land, it seems to be crawling_ ” How can a crawling baby again carry and feed another crawling baby” ? How can Undemocratic cultural entity celebrate democratic rituals or values on another entity? Hence, its values, customs, aspirations , norms are not yet specifically drawn to represent the entire Lugbara family or speaking people as a tribe that stretches in many parts of African continent !
Consequently, their mandate to illegally execute, preside over and act as a electoral commission (EC) to elect a chief for the Ayivu people is total violation and abuse of the cultural rights of the Ayivu people visa vie Article 246 _3 a_f 4, 5 and 6 of the constitution of the Republic of Uganda as (amended ) . This may rightly be challenged before the courts of the law should they fail to apologize to the concerned Ayivus and its inhabitants within 14 days of their exercise.
By the way they should be mindful that the matter of Ayivu chief/ chiefdom is already in court being challenged by a cross section of persons. Meaning they are trying to undermine court proceedings with their actions!
Again the election and any cultural ritual , performance for it to be authentic is gazetted to be performed by the people of Ayivu at the Ayivu HQs , that is at ONDUPARAKA under the fig tree to be blessed by key AYIVU elders who are designate to perform such rituals .
Nonetheless, for the avoidance of doubt ,Lugbara Kari shouldn’t just impose itself on the Lugbara people if they are not ready to do the right thing at the right time. They should do due diligence if endorsement from chiefs that may constitute the following districts Terego, Maracha, Arua_ Vura , Madi Okollo, Yumbe, Arua city some parts of DRC and South Sudan.
Hence, it is against this background that the people of Ayivu are mandated to elect their own chief using their own constitution as per the existing clans and this must strictly be guided by the line Ministry responsible .
Lugbara Kari may only legally function after two thirds of these chiefs have agreed to form a Lugbara Kari constitution that eventually will pave way for election of a rotational Paramount chief, then the paramount chief will then appoint his Prime Minister and the Cabinet that he intends to work with. The fact that Lugbara Kari went around in some districts to elect chiefs here in westnile as opposed to the laws governing formation of chiefdoms may not warrant the same for the people of AYIVU.
Therefore, these chiefs that are endorsed by the clan leaders shall represent the different clans who will attend legico or lukiko or parliament on behalf of the fore gone clans.
It will be sarcastic to witness if all these necessary processes ,procedures, legal steps and requirements are not followed by the said group and they claim legitimacy and purity for their intentions ! That will be termed as cultural comedy….!
In one way or the other, this press statement should act as a guide to give them direction on what ought to be done and what not if they are ready to learn a lesson in their endeavours and aspirations to lead the way. But it must not be seen to be taken advantage of ignorance of a certain class of people with impunity and easily engulf the people of Ayivu as a desert ocean and a dry amoebae ! ” Ayivus are never tribal people as some groups may always want to force jiggers on their toes to curtail their social _ economic and political movements or developments due to competition of whatever nature or resources”
Lastly, those with eyes fixed with lenses are seeing and trying to throw stones in the bush just one by one for the birds to fly out of it…
This may make a crocodile tear to preserve the heritage and identity of Ayivu as a subset of the bigger Lugbara speaking group.
