IS OIL COMPANY TOTAL (U) USING TITUS ACEWERE THE DEALER TO FIGHT UGANDA GOVERNMENT AGENCY NATIONAL FORESTRY AUTHORITY (NFA) IN ARUA CITY ❓.

#Foreword

Government operates through MDAs i.e Ministries, Departments and Agencies. Under the National Forestry and Tree Planting Act 2003, NFA is mandated to manage central forest reserves. Arua central forest reserve also known as Barifa is one of the forest reserves under the management of NFA on behalf of the government of Uganda. It is important to emphasise that central forest reserves are held by government on behalf of ALL citizens generally and therefore the issue of forest reserves notwithstanding their locations is of national concern to all citizens of Uganda given their relative importance. No ethnic grouping/tribe can purport to own a central forest reserve.

Brief Facts.

Arua central forest reserve was gazetted in 1932 and initially it was managed by forest department of Arua district. Later, it was lawfully placed under NFA. In 2017, under PPP, government decided to call for applications from the general public to carry out different activities in various central forest reserves in Uganda after cabinet approved the proposal and Barifa forest was one of those advertised. Hon. Wadri Sam Nyakua, Hon. Oguzu Lee Denis and others bidded but it was Oguzu who emerged successful. Nyakua lost the bid. Barifa specifically was for establishment of eco-tourism. (Kindly find out what eco-tourism is). One wonders where people like Acewere Titus were!

Hon. Oguzu Lee Denis was then given a two year provisional license to carry out documentation and some site clearance which expired in May and was renewed for one year effective May, 2021. Later the said license is meant to be extended to 25 years. However Hon. Oguzu has faced challenges majorly because of the dubious, backward, primitive character and lawlessness of especially Acewere of TOTAL who has chosen to concentrate on fighting NFA, Hon. Oguzu and Gen. Salim Saleh (With emphasis and documentary, audio and video evidence available).

The multi billion question therefore is; 

"Is TOTAL using Acewere to fight Uganda government?" 

If the answer to the above question isn't in the affirmative, what makes little known "kakia" Acewere behave the way he does?

The first protest against Gen Salim Saleh and Hon Oguzu Lee Denis.

Despite the innocence of Saleh, Acewere mobilized, Hon. Feta, Kenzo and team of idlers from Ediofe like Edema Davis, Malone Avutia and others to demonstrate at the NFA offices in Mvara. This protest against Oguzu was because NFA has licensed 10 hectares (24.7 acres) of its land to Oguzu. Due to ignorance,  he defamed the General.

Ethnicity / tribalism / sectarianism / segregation

The waring character of Acewere is because he is a tribalist. Julius Nyerere once said;

"a man who is politically and intellectually bankrupt uses ethnicity and religion as the only tool of mobilisation." 

No wonder he (Acewere) is using the Ayivu to rally support. This sectarianism is what President Museveni went to fight against. If Arua city is to develop, such promoters of sectarianism should be brought to book. I strongly advise sons and daughters of Ayivu to avoid joining Acewere in those unfounded wars.

Greed / egocentrism .

Individual interest is what is killing Acewere, Feta Geoffrey, Wadri Sam Nyakua, Wadri Kassiano Ezati, Jimmy Awuzu etc. None of them should claim they are fighting for the Ayivu people. Barifa is not property of the Ayivu. It is owned by government for the citizens of Uganda not a certain ethnic group. Muzaid Khemis wants to stand for MP central division Arua city in 2026 and thinks by joining ethnic minded people like Acewere he will reap big. I advise Muzaid to think twice because the central division Arua City is a complex constituency. It's not ethnic. Acewere should therefore be careful and is hereby warned.

Acewere has always been against government projects.

You all recall government constructing the tamarck road from Vurra customs to Ora'ba in Koboko. Whom do you think blocked the construction of the bridge and road at Enyau river in Aroi? A man who has a nursery bed at that bridge (Acewere). The construction works stalled for almost a year. It was resolved in court when government compensated him for value determined by government but not what he wanted. This is how Acewere has always been frustrating government projects. This little known young man thinks he can fight government all the time. If government continues to allow this man to behave the way he does, projects will always delay hence hampering employment opportunities for young people.

Arua Hill Stadium.

Arua Hill Stadium which is being developed by Aita Joel and Sunday Olishe were at the beginning blocked by these people especially Adriko Sam and Acewere Titus. At one moment they actually asked for a goat of one hundred million shillings from the duo. They argued that there is no way Aita an Aringa could invest on Ayivu land. This is a backward mentality which this government is seeking to fight. This is again a PPP project which is and will benefit many people. As of now many young people work at the construction site, Arua Hill FC players and workers are already earning some income and the number of jobs being created is a lot. Why should Acewere and team always block development in West Nile? Drani Ronald Bileah who is supposed to be exemplary is also in this mess because he is tribalistic. What a pity! If we allow a few of these people to keep disorganising the city then the infant city will not develop the way we want. We should therefore open our eyes as West Nilers. It's always good to identify saboteurs of development and restrain them.

The subversive activities of Acewere Titus.

Why is Titus unsettled? Early December Acewere mobilized Dramani Kennedy aka Kenjo, Onzima Collins, Amat Collins and a few others to go to Barifa dressed like terrorists (covered their faces) and picked three machines belonging to Hon. Oguzu which were being used to slash under the eucalyptus trees. Up to now the machines haven't been recovered. The issue is at police.

Later, Acewere Titus in the company of Nyakua, Kassiano Wadri, Kenzo, Jimmy Awuzu Angubo, Titus Kamure, Edema Davis, Mambo from Oli B cell, Adoroti of GODMAX organized a press conference at Slumber Land Hotel to block Hon. Min. of state for Local government Busingye from coming to Arua city and quarrel about barifa on 21st Dec, '21. Who does Acewere think he is to block the development of Arua city?

Earlier, Acewere was seen personally holding a banner at Onduparaka blocking Hon. Minister Local government Raphael Magyezi from visiting the city to discuss with Save Ayivu Initiative members like Isaa Kato. Hon. Lematia John of Ayivu West constituency had asked Hon. Min. Raphael Magyezi to visit his constituency. Any thing done by other people is bad. It's only when Acewere and his group are acting that it's good. This is arrogance and backwardness of the highest order which Acewere and the likes of Malone Avutia must stop. No wonder such arrogance once made Acewere compensate Eric 2M after selling to him expired yorghurt from TOTAL. Fortunately for him Sam Adriko usually draws this money free from Arua city council (government).

Arua city council should be careful.

These subversive activities of Acewere Titus, Adriko Sam and Wadri Sam Nyakua are likely to plunge Arua city into deep financial crisis if Arua city councillors accept to pass unlawful resolutions. The Town Clerk and the office of the RCC should guide them. This is because if Acewere and team continue to harass Hon. Oguzu Lee Denis over Barifa and he sues them in courts of law, council shall lose billions of shillings because of the greed of Nyakua. It's important to remember that Nyakua has left Arua district in heavy debts as chairman LCV and soon a garnishee order will issue in court to attach the assets of Arua district. Hon. Wadri Sam Nyakua is at it again misleading Arua city Council in the company of the likes of Acewere.

My recommendations

1. TOTAL (U) must withdraw the dealership from Acewere Titus and Sam so that if they are  to continue fighting Uganda government projects, the oil company must not be seen to be behind their dubious scheme since TOTAL has a long working history/relationship with government.

2. Arua City Council should be careful not to pass resolutions that will cause huge financial loss to the young city incase Hon. Oguzu Lee Denis finally decides to sue. Hon. Oguzu has already engaged his lawyers and are assembling documents.

3. Nobody should interrupt Hon. Oguzu' s ongoing works at Barifa.

4. Security forces should closely monitor these fellows because they are warriors and saboteurs of peace and development.

Conclusion.

Arua City is one of the youngest regional cities bordering the DRC, South Sudan and it's tentacles extend to the CAR. It's developing at a high speed due to the business acumen of its people. It has young men and women who are intelligent and hardworking capable of establishing investments that will support government efforts in creating employment especially for the young people. For this to be possible it's important for it to be politically and security wise stable. The leaders should be people who can offer the right direction to the young ones. The saboteurs of peace, stability, security and development must be identified and their hones broken so that there is order in the city.
