Why do our Leaders from Westnile region love fighting each other.




In the Tenth Parliament (2016 - 2021), we had a one Hon Minister, a purpoted Engineer who was fighting and advising President Museveni not to connect Westnile region to the National Grid.

Further Intel revealed that, the Minister was actually pocketing cash bribes from some Petrol station owners and Generator dealers in Westnile region.

They believed if Westnile region is connected to the National Grid, it would affect their petrol station and Generator Business!

So, the money hungry Minsiter was bribed to misinform the president and subdue the developmental efforts of Westnile MPs in the Tenth Parliament.

Again this time 4-Nov-2021 , is another scheme of fighting plotted by Ora County MP Lawrence Songa, as reported by Hon Atima Jackson of Central Division Arua City.

It is believed that, Hon Songa informed UNRA not to work with Hon Atima in regards to roads in the region, may it be because Hon Songa Lawrence is now the elected Chairperson for Westnile Parliamentary Caucus.

Let's first understand what these two positions stipulate; Regional Whip (Appointed by Government Chief Whip) VS Westnile Parliamentary Caucus Chairperson position.

First and foremost, "Regional Whips" are enshrined in the Law, whose superior (Appointing Authority) is the Government Chif Whip as stipulated in The Adminstration of Parliamentary Act which was assented to by the President on 31-5-2006.

Coming to the "Regional Parliamentary Caucuses" , these are just Unisons formed for a common goal.

By virtue, the powers of "Regional Whips" actually overrides the powers of "Chairpersons of Regional Parliamentary Caucuses".


However, whenever there is "Struggle for Power" in any aspect, it crashes Development and Service Delivery for the common good of people (servants).


The question for now is, When shall we as Westnile region stop fighting each other as we seek to develop our region and Country?.


Can't Hon Songa Lawrence come at a round table with Hon Atima Jackson, since Hon Atima is his superior by virtue ?.
