[April/6/2020, 17:38] Bako Judith: Good morning Ladies and Gentlemen on this platform.

I am one of the lowly placed members of the District Task Force and the District Rapid Response Team.

I want to thank the leadership of Maracha for unity and concerted efforts geared towards protecting our people from COVID 19. This is one of the rare times I have seen maximum cooperation to be honest.

In one coordination meeting, I submitted that one of salient challenges of epidemic preparedness and response is Risk communication which requires that truth be told in the most appropriate ways so that the audience can adopt behaviors conducive to their health. One way is the use of Information, Education and Communication (IEC) materials like Posters.

The process of IEC material development is rigorous but one which MUST be ignored is material Pretesting.

Now I have looked at the Posters developed by/for Hon. Ayala Rose Atima. Allow me give you a feedback as a member of the community.

Overall, the pictures do not speak the same language with the wordings as follows:

Picture 1: Hon. Ayala is about or has greeted the lady on her right. All of are too close to each other and there is a crowd in their background. The picture shows a social event. All these break the DON'Ts in COVID 19 fight some of which are enlisted on the same poster.

Picture 2: shows boda boda carrying people which is completely against the directives of the President of Uganda. Actually one of the Passengers seems to be Hon. Ayala herself. So on seeing this, what will the boda boda and the common person say!

Pictures 3&4: both are social gatherings. You can clearly see the olufe they are carrying around. Remember, even funeral rites are banned, only few people burry the dead.

So, my honest opinion is for Hon. Ayala and team to redo the pictorials to depict the words. My humble advice otherwise it may not work like intended.

This instead misleads the community because once they look at the pictures here,it actually encourages them to keep crowding and use bodas that at the end exposes our people to high risks of contracting the deadly corona.

I appreciate the fact that she is sending good message to save our people.

But medical interpretation of the photographs means different and it will mislead.

But I see NRM using the pandemic for political gains and is this not double standards. I think everyone has at least understood the directives and the district officials have done their work without any political connotations and I raise my hat to our district officials even though there may be some complaints here and there. But for the MP to take advantage of this pretending to advise and protect the people with pictures which are easily misinterpreted and for political goals is not leading by example. This is what I would call misleading the people by example.

As the District Health Educator and Trained Risk Communicator, I take responsibility over the quality of health messages directed to the community.

About the poster you have posted made by Hon Anite note that:

1: Do not copy the wrong done by other people regardless of who they are. In my profession, I'd the Doctor makes wrong prescription, a trained does not administer the medicine just because it was prescribed by a Doctor. They cross check with the Doctor first.

2. My area of authority is Maracha. Even if I saw Hon Anite's poster, I would not make comment here because we are dealing with different categories of audience.

So my appeal to you all is not associate technical work with politics. Should I have allowed the posters to first circulate? Are you OK with bad comments coming from the public other than the responsible people?

I think practicing what has been advised for our good is a good thing. Though implementation may come at a cost, the benefits are far reaching.
