Panic As Ugandan MPs Investigate Assets Of Ugandan Asians From 1972.

The Association of the Expropriated Properties’ Owners Association chairman Muhammad Allibhai (right), deputy Ambassador to Italy Kassam Mumtaz (3rd right) and others appear before the sub-committee on Commissions, Statutory Authorities and State Enterprises investigating the departed Asians properties custodian board at Parliament on 11 September 2019.
A section of Ugandans of Asian origin have expressed fear that the current Parliament probe into the management and status of properties that were left behind in 1972 is likely to result into a second expulsion.
This is because it is “targeting individuals” instead of handling the real problem with expropriated properties.
The members of the Association of Expropriated Properties Owners’ Limited, who are being probed by a select taskforce of the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (Cosase) say it is only President Museveni who can save the image of the country by stopping what they call “rewriting Amin’s history”.
“The way the Cosase is handling this matter based on a whistle blower shows that we the people managing expropriated properties are not safe. We fear that whoever is making allegations against us before Parliament wants to see Asians expelled again even when we are well known as Ugandans,” Mr Mohammad Allibhai, the association chairperson, said.
Mr Allibhai and other members of the association told Daily Monitor yesterday, that Cosase should look at properties that were never repossessed but are in hands of individuals, as per the Expropriated Properties Act, 1982, instead of reverting to government.
“In other words, we say that there are the government officials who have mismanaged the custodian board and those who have influenced the allocation of properties already repossessed, that should be investigated. The President should look into this and guide Parliament,” Mr Minex Karia from Property Services Ltd, one of the companies managing repossessed properties, said.
Mr Allibhai, Ms Kassam Mumtaz the deputy Ugandan Ambassador to Italy; Mr Pradip Karia and Mr Minex Karia (Property Services); Mr Praful Patel, Mr Rajin Taylor and Mr Toshak Patel`(all businessmen) are being probed by Cosase for allegedly forging powers of the attorney and letters of administration to repossess hundreds of properties.
All of them save for Mr Pradip Karia last week appeared before the Cosase, chaired by Ibrahim Kasozi (Makindye East), where they each revealed the number of properties they repossessed and they are currently managing on behalf of owners, who never returned to Uganda.
Mr Allibhai said he was authorised to repossess and manage more than 400 properties; Ms Mumtaz said she has more than 100 properties; Mr Taylor manages more than 15 out of the 50 properties, whereas Property Services manages more than 50 properties.
The Asians who are yet to be summoned back to Parliament for the MPs to interface with them individually to scruitinise the authenticity of the powers of attorney and letters of administration (in case of dead former owners), say Cosase should also probe some of the government departments that have been involved in the management of expropriated properties.
They want Cosase and the President to pick interest in accountability for the rental income from departed properties since 1993 when repossession window ended; the truth about the people whose properties were compensated; the whereabouts of the Shs800m that was in International Credit Bank at the time it was closed in 1993.
Mr Allibhai said Parliament should also investigate whether the government through Bank of Uganda really compensated former owners.
Report on Properties.
Different official reports that include the Auditor General’s report on the Special Audit into DAPCB put the figure of properties left behind by Asians at 8,965 whereas the report of James Mackoy a technical consultant with DAPCB (1989-1994) in his report estimates between 9,000 and 10,000.
It is a submission of the association that 4,063 properties were returned to their owners while 1,589 were fully paid for out of the 1,676 that government offered for sale through DAPCB, 87 were partially paid for, 116 pending sale and 25 had their repossession certificates cancelled.

UGANDA ELECTORAL COMMISSION TO ELIMINATE NATIONAL IDENTIFICATION CARDS (IDs) FOR 2021 GENERAL ELECTIONS.

The elimination of using National IDs (Ndagamuntu) for the 2021 elections should not have come as a surprise. One would be very NAIVE to think that Bobi Wine has not prepared for this in his Business Plan under the RISK section. It is public knowledge that our EC is not independent.  It is also public knowledge that Military Dictator Yoweri Museveni will never lose an election. What stunned us this morning is when we noticed that on social media, people were mocking Bobi with his "get your Ndagamuntu".  We are on record for saying to all Our readers that the National ID is like Apartheid in South Africa. Students of History would know how those IDs were being used to arrest people, deny them jobs, deny them basic services. Consequently, Bobi was not wrong and will never be wrong on the Ndagamuntu. Except the ones attacking him and mocking him forget that in Uganda, now, no National ID (Ndagamuntu), no service.  If you have not been denied registering your child i...

Here is Why Our Utterances For Praying Jesus And God To Come Liberate Ugandans, May Be Misplaced. This Phrase is like inform of a Letter To Some Categorized Section Of Ugandans.

Last week of March, a friend told me to pray for Uganda.  I told him that he was an Idiot and we have prayed for too long and we are still hungry and sick and Jesus is not coming soon to liberate us. He then ignored the STUPID and sent me a picture we all now know.  It got me totally messed up.  This guy was telling me to pray then sends a picture of men bowing down in blood.  He might have meant guns but I blocked him because his utterances of praying for Uganda were misplaced. I unblocked him 3 weeks later and asked him about praying and assassinations.  His reply "eithrr prayers or guns or both". I hate violence with a passion.  So he is now blocked in like FOREVER. Do you feel safe?  Do not feel safe. Uganda regim...

Okello lost his wife 20 years ago and decided to only focus on their Mateo, Yona and Yosefu. 20 years later, Okello had 7 acres of land, a successful poultry business, and sinotrucks for hire. Early this year, Okello got a call telling him that one of his trucks knocked a boda boda. Okello decided to rush to see if he could sort it out before police became involved. Unfortunately, he never made it, as he was entering the main road, another trailer rammed into him and killed him instantly.   After Okello had been laid to rest, his sons sat down and divided the property amongst themselves. However, of late, Yosefu the last born has started complaining that he was cheated, and he wants to be given something else because most of the chicken in the chicken business died of a fever.   Can ...
