The Forum for Democratic Change (FDC) said it is concerned by President Museveni’s government acute failure to stop the kidnapping and murdering in cold blood of helpless innocent Ugandans.

The murder of Mr. Joshua Nteyireho Ruhegyera, 38 and Ms. Tumukunde Merina, 37 on Thursday evening at Entebbe Express way happened exactly one week after the gruesome murder of NGO worker Ms. Maria Nagirinya, 28 and her driver Ronald Kitayimbwa, 35.
Addressing press at Najjanankumbi headquarters on Monday, FDC spokesperson Ibrahim Ssemujju Nganda listed murdered Ugandans who include the following mobile money agents; Harriet Nalwadda of Zana, Moreen Nakabuubi of Zana, Juliet Nabaasa of Nakulabye and Rebecca Namugenyi of Mukono.
Nganda said the excuse Mr. Museveni has been giving for his personal and his government failure to stop the murders has been funding.
“This is the excuse he gave in the state of nation address delivered on June 6th 2017.”
“…. These gaps were unattended to until recently, not because they were not known, but because of lack of funding on account of competing demands,” he said.
Since then the budgets of Police, Defence and ISO have dramatically gone up, Nganda noted.
The Ministry of Defence budget has increased from Shs 2 trillion of 2018/19 to Shs 6.9 trillion in the 2019/20 budget.
The Police budget has increased from Shs 666 billion to Shs 2 trillion. External Security Budget has increased from Shs 43 billion to Shs 134 billion and that of ISO is now at Shs 87 billion.
The above figures include a classified component of Shs 2.5 trillion.
“Cameras have been bought and installed. Local Defence personnel have been recruited, trained and deployed. How comes the murders and kidnaps are not relenting.”
FDC fears that this wave of insecurity might be perpetrated by elements within the security community to justify consumption of trillion of taxpayer’s money that has been allocated to this sector.
“Remember what happened during the Joseph Kony rebellion in northern Uganda. Executing that war become a business of many senior UPDF officers.”
“Mr. Museveni is almost distributing a billion shilling per day? Where does he get all this money?” Nganda noted.
He went on: “We want to encourage the families to take Mr. Museveni and his government to court for failing to protect their dear ones as the Constitution commands.”
He said FDC and other democracy seeking forces, will continue to struggle until this illegitimate and none functional regime has been removed.
The statement on Thursday last week of Internal Affairs Minister Gen. Abu Bakar Jeje Odongo offered no solution.
He blamed the murders on politics and insinuated that NRM competitors could be behind them.
He also rationalized loss of life saying there is no society free of crime.
Any functional government would have relieved people like Gen. Jeje Odongo and Gen. Elly Tumwine of their duties long ago.
These should join Gen. Kale Kayihura and Lt. Gen. Henry Tumukunde on katebe, Nganda resolved.
