REIGN OF TERROR IN UGANDA: Kadaga Summons Security Minister Elly Tumwine Over INTERNAL SECURITY ORGANISATION (ISO) Terrorism, Arrests and Torture of Ugandans.

Members of Parliament have raised a red flag for Internal Security Organisation [ISO] director Col Kaka Bagyenda for blanketing the country in a reign of terror.
The matter was raised in the house by Hon. Theodore Ssekikubo who asked the minster of Internal Affairs to provide Parliament with an explanation regarding the ISO director, Col (Rtd) Frank Kaka Bagyenda who is accused of arresting, detaining and torturing citizens, among them lawyers, in their line of duty.
He cited the case of prominent lawyer, Patrick Mugisha who was a few  days ago released from an ISO cell without charges.
Mugisha was abducted by plain clothed men in Kabalagala last Wednesday and held captive at a safe house in Kyengera.
CCTV footage showed three plain clothed men leading him out of office into a waiting double cabin pick up.
It is not yet clear why he was arrested but a family member says he confirmed to them that he was being held by Internal Security Organisation in a safe house in Kyengera, Wakiso district.

Mugisha said that during this time, the Internal Security Organization tried to coerce him to sign a memorandum of understanding with some of his clients, which he refused to do.
Mugisha and another lawyer James Muliira were released on Sunday evening.

Addressing the house on Thursday, Ssekikubo said the Internal Security Organisation has usurped powers of the police force and is carrying out arrest, torture and illegal detention of people around the country.
It was also the Prime Minister’s Question Time where the Premier Ruhakana Rugunda responds to questions from the Members of Parliament.
Tasked on the issue, Rugunda said security agencies were doing all they can to fight crime and insecurity in the country citing CCTV cameras but failed to explain why ISO is presiding over a reign of terror.
Speaker Kadaga who was presiding over plenary, directed the Security minister Gen Elly Tumwine to make a statement in the House next week.

Tumwine himself is under fire for threatening to shoot two Members of the House.
The state minister for health Sara Opendi told the parliamentary rules, privileges and disciplinary committee that Gen. Elly Tumwine is not only indisciplined but is also a bully.
While appearing before the committee that’s investigating the general’s conduct, Opendi confirmed that the security minister disrespected the Speaker by questioning her authority.
Nakaseke South legislator Hon. Paul Luttamaguzi also cited the case of Nsambya police barracks which has been in a black out for two weeks after Umeme disconnected power.
“What is going on? We demand that the minister informs this House on what is happening,” he wondered.
