High Court Quashes Muhakanizi`s Rude Orders, Grants Audit Into Uganda Telecom Limited (UTL) to Proceed and Minister Anite Praised the Court Ruling.
The Kampala High Court has Friday ordered the Auditor General to commence an audit into Uganda Telecom Limit with immediate effect.
Justice Musa Sekaana ruled in favor of the national Broadcaster, UBC who requested the audit.
UBC is one of the creditors of the struggling telecom.
In his ruling, Justice Sekaana ordered the audit into UTL — which is currently under administration – to be conducted within a period of 30 days from today.
“The audit report should be presented/given to all the creditors of the company,” he further ruled.
The news from court was welcomed by Minister of State for Investment and Privatization Hon Evelyn Anite, who for months has been pushing for the audit into the telecom amid resistance from her colleagues at the Ministry as well as UTL administrators.
“I thank Justice Musa Sekaana for a ruling affirming my demand for Auditing UTL and Presidential directive on the same,” Anite said.
“There is authority in this Country and no amount of maneuvers can defeat the right and cause for people of Uganda.”
Earlier, a proposed internal audit into UTL sanctioned by the Finance Ministry, was blocked by the Permanent Secretary Mr Keith Muhakanizi, supposedly on behalf of Minister Matia Kasaija, on grounds of the pre-judice rule.
Mukahanizi said with an impending UBC application in Court calling for a broader audit by the Auditor General, the Ministry could not let the internal audit to carry on.
Now, with the high court matter out of the way, it remains to be seen if there will be any more push back from Muhakanizi or the UTL administrator Mr Twebaze Bemanya.
