IS COMPLIMENTING SOMEONE HARASSMENT?  Growing up, Kinene was a very shy but ‘cute’ boy who liked being around girls but did not really know how to talk to them. Microsoft Follina Vulnerability The Computer Emergency Response Team of Ukraine (CERT-UA) has cautioned of a new set of spear-phishing attacks exploiting the "Follina" flaw in the Windows operating system to deploy password-stealing malware. Attributing the intrusions to a Russian nation-state group tracked as APT28 (aka Fancy Bear or Sofacy), the agency said the attacks commence with a lure document titled "Nuclear Terrorism A Very Real Threat.rtf" that, when opened, exploits the recently disclosed vulnerability to download and execute a malware called CredoMap. Follina (CVE-2022-30190, CVSS score: 7.8), which concerns a case of remote code execution affecting the Windows Support Diagnostic Tool (MSDT), was addressed by Microsoft on June 14, 2022, as part of its Patch Tuesday updates. Russia Invasion in Ukraine; Drone Attack Hits Russian Oil Refinery.

 A drone attack has hit a major Russian oil refinery near the border with Ukraine, the plant’s management said, sending a ball of flame and black smoke billowing into the sky and prompting the suspension of operations. Officials at the Novoshakhtinsk oil refinery in Russia’s Rostov region said the first drone attacked at 8:40am (05:40GMT), hitting a crude distillation unit, triggering a blast and ball of fire. The second attack, at 9:23am, targeted crude oil reservoirs at the refinery, the largest supplier of oil products in southern Russia, but caused no fire, according to plant management. No one was reported injured.  Members of the Parliamentary Committee on Trade, Tourism and Industry have commended Bukona Agro Processors Ltd, a local investor in Nwoya district who is processing cassava into fuel. MPs were thrilled that the company is producing ethanol from cassava that will mainly be used in cooking reducing the pressure on forests through charcoal burning and firewood collection. “I am very happy with this kind of investment as an environmentalist because the future they are saving is invaluable. You look at environmental degradation going on by use of charcoal and we now have an alternative energy; this is something we should support strongly,” said Hon. Following a Botched OTT Tax, URA has Devised New Mechanism to Tax Internet Users in Uganda Effective 1-July-2022.

To maximize tax collection, Uganda Revenue Authority (URA) has established mechanisms to start collecting Value Added Tax (VAT) from non-resident service provider companies operating in the nation’s economy, including social media giant Facebook.  Collection of VAT from these companies starts July 1, 2022 and will focus on all electronic service providers such as Netflix, Amazon, Uber, and the like. “There's a global forum under the OECD giving us access to 144 countries to share information with. It will tell us who is trading within our economy and is supposed to pay money to our country instead of taking it to another country,” URA commissioner general Mr John Musinguzi told a gathering at the tax-body’s post-budget conference in Kampala. WHAT HAPPENS IF A PERSON MISMANAGES THE PROPERTY OF THE DECEASED?

It has been 12 months since Mabirizi passed away and left his property undistributed. In that time, Muvubi has bought 3 new boats, a motorcycle and has married 3 wives. The law says that no one should deal with the property of a person who has passed away unless they have authority either from the will of the deceased or from a court order allowing them (This can be a probate (when there is a will) or letters of administration (if there is no will)).  However if someone does go ahead and make use of the property of the deceased without a court order, then the law will look at person as committing an illegal act. Instead of straight up integrating the newly conquered land into the empire, Finland was given autonomy, and became known as the Grand Duchy of Finland. In diet of Finland (1809) the Russian tsar Alexander I – the grand duke himself - had confirmed the rights of Finns under his rule, promising freedom to pursue their own customs and maintain their own religion and identity. HISTORY OF POPULATION CENSUS IN NIGERIA.

Nigeria has a long history of census takings spanning over a century. The first census was conducted in 1866 and this was followed by Censuses of 1871, 1881, 1891 and 1901. However, all these earlier censuses were restricted to Lagos Colony and its environs. The 1871 census marked the beginning of decennial census taking in Nigeria in line with the British decennial tradition. Following the amalgamation of the Lagos Colony and the Southern Protectorate in 1906, the 1911 census extended to some parts of the Southern Protectorate. It was marred by incomplete enumeration because some parts of the South had not recognized the legitimacy of the Colonial Government. The amalgamation of the Southern and Northern protectorates in 1914 by Lord Lugard provided the impetus for population census that had wider coverage. Authorities Shut Down Russian RSOCKS Botnet That Hacked Millions of Devices.

Russian RSOCKS Botnet The U.S. Department of Justice (DoJ) on Thursday disclosed that it took down the infrastructure associated with a Russian botnet known as RSOCKS in collaboration with law enforcement partners in Germany, the Netherlands, and the U.K. The botnet, operated by a sophisticated cybercrime organization, is believed to have ensnared millions of internet-connected devices, including Internet of Things (IoT) devices, Android phones, and computers for use as a proxy service. Botnets, a constantly evolving threat, are networks of hijacked computer devices that are under the control of a single attacking party and are used to facilitate a variety of large-scale cyber intrusions such as distributed denial-of-service (DDoS) attacks, email spam, and cryptojacking. "The RSOCKS botnet offered its clients access to IP addresses assigned to devices that had been hacked," the DoJ said in a press release. "The owners of these devices did not give the RSOCKS operator(s)

A Maasai man walks into a bank in NAIROBI and asks for the loan officer. He tells the loan officer that he is going to DUBAI on business for four weeks and needs to borrow  5,000. CAN I GIVE AWAY MY HOME IN MY WILL ?.

If you are married then the answer is no. Although the new succession law allows a person to give away any property that is in their name, the home of the deceased that he/she shares with a spouse or children as their residence cannot be included among the properties that can be given away. This is known as a residential property.  What we mean by a married person is one in a legally recognized marriage in Uganda), or you have children, then your home is excluded by law from the property that you can give away in your will. WHAT TO KEEP IN MIND IF YOU ARE SIGNING AS A WITNESS ON SOMEONE’S WILL?

If you are making a will or have been asked to sign as a witness on someone else’s will, there are a few things you should probably keep in mind so that your efforts to help someone do not go to waste and the will ends up not being used. Make sure you sign the will in the presence of the person who made it. This will help you be in a position to tell court and the world whether it was that person who made the will and if it was done freely without any coercion. Make sure you sign on every page. The new law requires witnesses to sign on each page of the will. If you do not do this, that unsigned page will be disregarded by courts of law and that means some wishes of the person who made the will may be disregarded. Make sure you ask the person making the will who they intend to keep the copies of the will with so that you can point this out when the time comes for reading that will. Kinshasha - Kigali Tension; Congo Closes Its Borders with Rwanda as Bilateral Ties Worsen.

The government of the Democratic Republic of Congo has closed all its borders with Rwanda as tensions between the two countries continue to escalate following Rwanda's claim to support the M23 rebels fighting the Congo army. The Petit Barrier border in Goma town will be closed from 2pm to 1am to allow businesses to go on their activities. Earlier, a DRC soldier crossed the border into Rwanda where he shot and injured two Rwandan policemen before the soldier was shot and killed. Meanwhile, a group of M23 fighters have shot and shot down a DRC military plane near Goma town. The spokesman for the rebels Majro Willy Ngoma has told the Voice of America writer in Goma that they shot down the plane because it had entered their fortress with the aim of attacking them. 228 Counter Terrorism Officers Passed Out.

A total of 228 counter terrorism officers  have today 17-6-2022 completed  a 5 months  basic counter terrorism course, while 64 completed a one month and two weeks Scenes of crime course, at the Police  Counter Terrorism Training School, Olilim in Katakwi District.  AIGP Edward Ochom, the Director Operations presided over the closing ceremony and urged the officers to put the knowledge and skills acquired to improve security, safety and service delivery to the public.  AIGP Godfrey Golooba the Director Human Resource Development noted that the police will continue providing routine refresher courses and retraining. He urged the officers to maintain self discipline as enshrined in the UPF standard operating procedures. The training was meant to help in the fight against terror and foster mordern techniques of crime scene management.

Change of Operation Uniform for Anti-Stock Theft Unit of Uganda Police Force.

Uganda Police Force informs the general public that the Anti Stock Theft Unit, (ASTU) is in the final process of changing its Operation Uniform. The unit which is directly charged with the responsibility of mitigating cattle thefts and is mostly operating in Karamoja and the neighbouring Districts is changing its uniform for easy identification and to suit the environment its forces are operating in.  The change in uniform will take effect from next week. The uniform formerly used by the ASTU will now only be used by Police personnel attached to the Field Force unit, FFU. F5 Lab Hackers Have Developed a New Smartphone Virus that Targets Banking Apps and Cryptocurrency (Bitcoin).

 A new strain of Android malware has been spotted in the wild targeting online banking and cryptocurrency wallet customers in Spain and Italy, just weeks after a coordinated law enforcement operation dismantled FluBot. The information stealing trojan, codenamed MaliBot by F5 Labs, is as feature-rich as its counterparts, allowing it to steal credentials and cookies, bypass multi-factor authentication (MFA) codes, and abuse Android's Accessibility Service to monitor the victim's device screen. MaliBot is known to primarily disguise itself as cryptocurrency mining apps such as Mining X or The CryptoApp that are distributed via fraudulent websites designed to attract potential visitors into downloading them. It also takes another leaf out of the mobile banking trojan playbook in that it employs smishing as a distribution vector to proliferate the malware by accessing an infected smartphone's contacts and sending SMS messages containing links to the malware. Cloudflare Saw Record-Breaking DDoS Attack Peaking at 26 Million Request Per Second.

Record-Breaking DDoS Attack Cloudflare on Tuesday disclosed that it had acted to prevent a record-setting 26 million request per second (RPS) distributed denial-of-service (DDoS) attack last week, making it the largest HTTPS DDoS attack detected to date. The web performance and security company said the attack was directed against an unnamed customer website using its Free plan and emanated from a "powerful" botnet of 5,067 devices, with each node generating approximately 5,200 RPS at peak. The botnet is said to have created a flood of more than 212 million HTTPS requests within less than 30 seconds from over 1,500 networks in 121 countries, including Indonesia, the U.S., Brazil, Russia, and India.  RDC Mr Ayikobua Festus Addressing Press Conference after the Arrest of the District Officials Yesterday 14-6-2022. The officials were arrested on Tuesday and are currently being detained at Arua Central Police Station (CPS) pending further investigation into the matter.  Festus Ayikobua, the Maracha Resident District Commissioner (RDC) confirmed the arrest and said police are waiting for instructions to produce the suspects before the Anti-Corruption court. He identified those arrested as Timothy Ezati, the Maracha District Engineer, Flavia Osoa, the District Education Officer (DEO), Paul Abiribale Tatia, the District Internal Auditor and Nolah Avako, the Senior Environment Officer.
