President Museveni Cautions CIDs Against Use of Torture in Extracting Evidence and Confession from Criminal Suspects.

issued directives to security forces and chief of defence forces on 15-May-2021 concerning torture.
"This is to enlighten you on the use of torture on suspected criminals in the fight against crime. In traditional times torture was used and accepted. However traditionally these ideas had many mistakes, that is why those ideas should be abandoned. Is it clear that to torture in order to extract confessions you have 3 possible mistakes that may include torturing, one the wrong person, secondly someone can admit to a crime in order to avoid being tortured and the real criminal does not get arrested because you have gone off with the wrong target. Thirdly conffesions by criminals is not necessarily. These lazy security persons should simply bring the facts i.e DNA test, CCTV etc. Therefore the use of torture must not be used again. Evidence through torture is not reliable" 🇺🇬🇺🇬🇺🇬
