Lack Of Critical Resources And Strategic Leadership Could Undermine Uganda's Effort to Combat The Spread Of Coronavirus and avert its Damages in All Forms.
According to Action Aid International, Uganda lost 1.4 trillion in tax incentives to companies like Bidco-- resources that could've aided the fight against COVID-19. In 50 days from now, it modelled if we continue the current path, nearly 9.4m Ugandans could be infected with COVID-19 yet fake news has been going round that MoH has spent 120bn in the fight against COVID-19. While this misinformation is to government's knowledge, nobody has come out to deny nor confirm. According to reliable sources, finance so far has only managed to avail Ugx 5bn to MoH and proposed about 250bn to deal with the virus with bulky of the money going to the security forces rather MoH which needs it most. Since January when the virus was confirmed, Uganda only managed to setup committees last week. From reliable sources, Hon. Ruth Aceng and her team who have given her all are getting won out due to inadequate support from government. There is no better time in our country's history to invoke the supplementary appropriations and budget readjustment provisions in laws. That moment is now yet the Executive bestowed with that leadership is adamant. As the curve peaks in a few days, it was hoped necessary supplies would be in place, welfare issues catered for and some sort of economic bailout in place for the most vulnerable to pave way for total lockdown but this doesn't seem forthcoming. According to grapevines, failure to explain why 120bn could not reach grassroots is already demoralizing many frontiners. This is compounded by absence of PPEs and basic supplies. Local governments and RDCs who are key in the fight against COVID-19 are said to be even more demoralised on hearing that they've only been budgeted 20bn and 15bn respectively-- something further bound to undermine efforts to keep speed of spread of the virus at bay. It's at this point that country is yearning for leadership. I hope someone will provide it to save us from COVID-19 which has the potential to cost us life time opportunity.
