Ocoko vocational rehabilitation center which sits on 25 acres of land, is a government institute established in 1964 and it serves as a training hub for children who drop out of school within and outside WestNile region. The contested land which roughly measures to about 5 acres has been and is till being cultivated by Ocoko vocational rehabilitation center staffs. The institute offers free courses on tailoring, leather works / shoe making, hair dressing, knitting / weaving, welding and metal fabrication. Besides the free courses, the institute also awards each graduate with tools and startup capital of 150,000 Shs upon completion of the six months courses. Following complains and misunderstandings between the community members and the staffs of Ocoko Vocational Rehabilitation Center over some 5 acres of land,

Martin and Miriam were used to sleeping by 7:30 p.m. at home before they joined boarding school. So when their parents decided to send them to the same boarding school, they immediately came up with a plan to ‘dodge’ both morning and night prep. On Friday evening, Mr Kakuru, their prep master, caught them chilling in the Chemistry laboratory block. When they saw Mr Kakuru, Martin told him that he was just helping Miriam memorize the day’s biology lesson. Since Mr Kakuru hadn’t taught them that day, he punished them for lying and dodging prep. Martin received five hot strokes lying, and Mr. Kakuru told him to slash his compound the next morning for dodging prep. He then told Miriam that she could go back to class and think about her life. This was to be her punishment and not to allow these young boys to deceive her because she was a nice young girl. Was this fair
