Oil sector local content may fizzle out in structural gaps March 2018. Last week, Total E&P, launched a scheme to train welders ahead of the heightened activity that will define the development stage of key oil infrastructure, writes Jeff Mbanga. It’s a scheme that all welders should be interested in. For this year alone, Total intends to drill at least 30 well pads in its Tilenga project, where the oil wells EA-1 and EA-2N are located. Also, it is expected that the final investment decision for the construction of a crude oil pipeline between Hoima and the Chongoleani peninsula in Tanzania will be signed by the third quarter of this year. At 1,445km, this will be the longest heated underground pipeline in the world. By any measure, work for the welders should be available. Or so we think. Total E&P, and its other key partner in the development of the Lake Albert oil basin Cnooc Uganda, has agreed to give Ugandans first priority during the tendering process. There is need for caution, though.  Overall, getting Uganda’s oil industry through the development stage, right up to production, should rack up a bill of between $12bn and $15bn in expenditure. Aside from staff salaries and paying up consultants, among other smaller bills, a huge chunk of this money will go into construction works. For all that to happen, Uganda needs to put up laws to enforce it. Across the region - from Kenya to the Democratic Republic of Congo - countries are tweaking their policies governing mineral wealth to ensure the local public reaps substantial benefits. While Uganda’s oil industry is somewhat different, there are some lessons to pick from what’s happening with its neighbour’s mining sectors. In June 2017, Tanzania, rattled by allegations of Acacia Mining Limited under-declaring mineral concentrates it had exported, introduced a new mining policy that gave government sweeping powers. The government gave itself powers to renegotiate the mining development agreements already in existence; a free-carried interest of no less than 16 per cent in all mining projects; and an increase in the rate of revenue royalties; and, if it so wished, a shareholding of up to 50 per cent of any mining asset. In December 2017, Kenya published the draft Mining (Local Equity Participation) Regulations, 2017 Act, which required a holder of a mining license to list at least 20 per cent of their stake on the Nairobi Securities Exchange, offering an avenue for Kenyans to buy into the company. This is a smart move because the company would be exposed to the intense scrutiny of the securities market and its regulators. In January, DR Congo passed a mining code that mainly raised royalties and called for local involvement.  Uganda, in trying to create opportunities for its public to milk the billion-dollar oil industry, has placed local content at the forefront, although expectations need to be managed.  First of all, it is important to pay attention to the wave of local content hype, which is akin to nationalizing resource wealth, spreading throughout East Africa. Countries, which are in a race to attract the limited investment capital, face the pressure of ensuring that the local population benefits from the mineral wealth while massaging the egos of impatient investors. It’s a delicate balancing act in the sense that across East Africa, there is no uniform code of conduct for the extractives industry.    And yet, it will not be the laws that will define whether Ugandans get enough contracts from the oil industry. It will all come down to two main things: price and the standard. If Ugandan products and services are priced fairly, and also have the right standards, then oil companies are required to consider them first. Still, there are some challenges that local companies will encounter. In some tenders, oil companies are bound to call for services with experience of at least five years. Uganda’s oil industry being fairly new, few companies have that experience. Also, the organizations, such as the Uganda Bureau of Standards, which are supposed to determine the standards in the oil sector are understaffed and underfunded. When it comes to price, a number of imported products, such as steel and cement from China, are cheaper than those manufactured locally. While it is easier to overlook the issue of price, the challenge comes if the difference with that of the imported product is huge. Remember, the costs that the oil companies incur have an impact on the profit that the country generates from its oil. Under the current set-up, oil companies will first recover their costs before any profit can be shared out with government.  So, as the government calls on Ugandans to exploit the opportunities in the oil industry, there is a need to fix the capacity gaps that the country faces. There is need for an environment where there is access to cheaper credit; available and cheaper power is a must; and a broadening of the tax base to limit the burden on the few that pay. Otherwise, for as long as we do not fix the key structural issues that Uganda’s economy faces, it is going to be hard for local players to be able to exploit the opportunities that the oil industry offers. In the end, all the benefits will fall in the hands of foreign companies.

The data mining company, under fire for its alleged use of 50 million Facebook accounts to shape campaign messages for then-candidate Donald Trump, also played a role in elections in Kenya and Nigeria, according to new reports. Kenya President Uhuru Kenyatta and his deputy William Ruto display their election victory certificates last year  The company’s first involvement in Africa dates to the general election in South Africa in 1994. That election marked the end of the apartheid era and the ascent of Nelson Mandela to the presidency. Widespread violence and deep-seated societal fractures had put the elections in jeopardy, Martin Plaut, a journalist and senior research fellow at the University of London’s Institute of Commonwealth Studies, told VOA. “The 1994 election in South Africa was on an absolute knife’s edge. There was no reason to believe that it would go ahead without severe loss of life,” Plaut said. The Inkatha Freedom Party, which represented the Zulu population, South Africa’s largest ethnic group, had not reconciled with the African National Congress (ANC). Amid divisions that were stoked, in part, by the old apartheid regime, hundreds died ahead of the election, Plaut said. A political party, unnamed, but most likely the ANC hired Cambridge Analytica to mitigate election violence, according to the company’s website. Their exact role in the election hasn’t been independently verified, but the violence subsided during and after the historic vote for Mandela and the ANC. Involvement in Kenya, Nigeria More recently, Cambridge Analytica worked with Kenya’s ruling Jubilee Party not to build consensus, but rather to exploit divisions to re-elect President Uhuru Kenyatta. The firm designed a campaign strategy based on interviews with nearly 50,000 potential voters gathered over three months. Their work with the Jubilee Party had been widely suspected but unconfirmed. But in an undercover video broadcast this week on Britain’s Channel 4 News, Cambridge Analytica executive Mark Turnbull boasted that the company and its parent, SCL Group, ran the Kenyatta campaign. “We have rebranded the entire party twice, written the manifesto, done huge amounts of research, analysis, messaging. Then we’d write all the speeches and stage the whole thing. So, just about every element of his campaign,” Turnbull said. Those elements included social media videos that played to the fears of the electorate, warning that a victory by opposition leader Raila Odinga would lead to disease, famine and terrorism. Cambridge Analytica denied any involvement with the videos or negative campaigning in Kenya. VOA reached out to both Cambridge Analytica in Washington and the SCL Group, but they did not respond to requests. Similar allegations of malfeasance have emerged in Nigeria.The Guardian reported Wednesday that Israeli hackers provided Cambridge Analytica with President Muhammadu Buhari’s personal emails. Buhari was running against incumbent Goodluck Jonathan, and a Nigerian billionaire paid Cambridge Analytica $2.8 million to dig up damaging information about Buhari as part of an attack campaign, The Guardian reported. The emails included information about Buhari’s health and medical records, a source told The Guardian. Since assuming office, Buhari has taken extended medical leaves in London, because of an undisclosed illness. Precise analysis Data analysis companies such as Cambridge Analytica provide information to governments and political parties, Plaut said, to influence “people in the middle” those with moderate views who can be persuaded to join a side through appeals to emotion. These companies analyze precisely whom to target and craft messages that play on hopes and fears, not facts, according to Plaut. Social media platforms such as Facebook and WhatsApp, which Facebook bought in 2014, provide an in-depth view into people’s likes and dislikes from which psychological profiles can be built and exploited to change behaviour through tailored messaging. Julie Owono, executive director of Internet Without Borders, a group that advocates for online freedom and privacy, told VOA’s French to Africa service that her organization has been warning about the dangers of letting companies like Facebook collect the personal data of billions of people around the world. “Since 2010, we’ve been saying that countries with low-to-nil data protection are testing ground for worst practices by companies and governments,” Owono tweeted. The ANC, South Africa’s ruling political party since the end of apartheid, has used similar techniques through its own data mining, according to Plaut. Through billboards along the highways of Johannesburg and fake social media posts, they have invested millions of dollars in messages that advance their agenda, regardless of truth. ‘Open to manipulation’ African voters, Plaut said, “are as open to manipulation as any voter in the world.” They’re a sophisticated electorate, Plaut said, that knows politicians craft and distort messages to suit their needs. But knowledge doesn’t inoculate people against the effects of disinformation. “Everybody is open to manipulation,” Plaut said. In Kenya, political advertisements played to fears surrounding terrorist group Al-Shabab and disease outbreaks. Persuasive messages about safety and health influenced an unknown number of voters, but enough to make an impact, Plaut acknowledged. African ties The role of data mining in Africa hasn’t been confined to elections. The SCL Group has extensive ties across Africa, with past projects spanning from Libya to Rwanda, and from South Sudan and Somalia all the way to Ghana, according to their website. SCL says its mission is to be “the premier provider of data analytics and strategy for behaviour change.” The kinds of behaviours they seek to influence shift, depending on their clients and partners — of whom there are many. In Rwanda, SCL partnered with World Vision, a global Christian aid organization, to conduct research on community attitudes about nutrition and sanitation. In South Sudan, SCL worked with the United Nations Development Group to conduct a survey on the Disarmament, Demobilization and Reintegration Program. SCL partnered with the Ghanaian ministry of Health, along with a major British construction company, to research the country's attitudes toward the health care system. In Somalia, SCL researched the tenability of the nationwide Somtelcom telephone network. The group also interviewed nearly 3,000 Libyans to develop policy recommendations to help the government address instability countrywide. VOA reached out to John Apea, who is listed on SCL’s website as its special adviser for SCL Ghana. Apea said he no longer works with SCL and would not provide additional information about the office’s operations in the country. Safeguarding democracy The growth of digital media across Africa will present new opportunities to engage in sophisticated campaigns to influence not just voters but also policymakers and governments. The solution, according to Plaut, is international oversight. “The African Union should be much more robust in insisting on its observers going to see elections and spending a good deal of time there, not just five minutes before the vote takes place,” Plaut said. In-depth reports filed months in advance of elections will give the public the tools they need to combat propaganda with a transparent account of their governments’ efforts to ensure a free and fair process. Plaut anticipates closer scrutiny of the democratic process will lead to pushback and complaints of interference. Nonetheless, the efforts are worth it, he said. “The African Union, as the guardian of democracy in the continent, has a duty to go out there and really push for democracy throughout the continent,” Plaut said.

Josephine Majani delivered her baby on the floor of Bungoma District Hospital in 2013 because all the beds were occupied. When nurses found her lying on the ground, she said she was slapped and insulted for dirtying the hospital floor. “I was neglected, abused, and shamed during my time at Bungoma District Hospital,” said Majani in a statement. I’m hopeful that the court’s judgment today will force the government to do the right thing and ensure that all women can get the maternal healthcare they need with respect and dignity. Bungoma High Court Judge Abida Ali Aroni said the hospital had violated her right to health and dignity, adding that the authorities have failed to dedicate adequate resources for maternal healthcare across the country. “I’m hopeful that the court’s judgment today will force the government to do the right thing and ensure that all women can get the maternal healthcare they need with respect and dignity.” Kenya is one of the world’s 10 most dangerous countries for a woman to give birth, with 488 women dying of pregnancy-related causes per 100,000 live births, says the United Nations. About 8,000 Kenyan women die from pregnancy-related complications each year, largely due to a lack of funding for maternal health, inadequate training and supervision of health workers, negligence and unethical practices, it says. Campaigners say there are many cases like Majani’s where government hospitals are ill-equipped to provide women with free maternal services and, as a result, deny them quality health care, and sometimes subject them to severe abuse

Sierra Leone court places injunction on March 27 presidential runoff 24 March 2018. Sierra Leone A High Court in Sierra Leone has placed an injunction on coming Tuesday’s presidential runoff. Voters were expected to choose between two candidates after the March 7 vote failed to produce an outright winner. According to March 24 ruling delivered by Justice A. R. Mansaray, the Head of the National Electoral Commission and the body are to withhold the conduct of the runoff pending hearing into a case. A local journalist, Abdul Tejan Cole said chief among the issues to be heard is an audit of the electoral system. The case is to be heard on Monday (March 27) barely 24-hours to the planned opening of polls. The case that led to the injunction was filed by one Ibrahim Sorie Koroma, a lawyer linked to the ruling party All People’s Congress (APC). Lawyer Koroma in his filing averred that electoral fraud allegations should be investigated before the vote goes ahead. The APC’s candidate, Samura Kamara, finished slightly behind Julius Maada Bio of the opposition Sierra Leone People’s Party (SLPP) in the first round of voting on March 7, but neither candidate gained the 55 percent of votes needed to win outright.

Egypt arrests, deports British journalist ahead of presidential polls   24 March 2018. EGYPT Egypt has deported a British journalist working for The Times, the newspaper said on Saturday, describing an “increasingly oppressive environment” for media in the country ahead of next week’s presidential election. The Times said its correspondent, 33-year-old Bel Trew who had been based in Cairo for several years, was arrested while reporting and “forced to leave Egypt.” “The Times deplores this attempt by the Egyptian authorities to intimidate the media and suppress our coverage,” a statement by the newspaper said, adding that Egyptian authorities had “no intention of allowing (Trew) to return.” The Egyptian authorities have not shared any evidence of wrongdoing. We will continue to press them on this case. Egypt’s government foreign press centre, the interior ministry, and President Abdel Fattah al-Sisi’s office, did not respond to phone calls and requests for comment via WhatsApp. Trew said in a separate article published by The Times that she was detained by police in central Cairo on her way to conduct an interview, held for almost 24 hours and then “marched onto a plane” at Cairo airport bound for London. Her deportation follows what human rights groups call a crackdown on press freedom aimed at stifling dissent in the run-up to the March 26-28 presidential election. Egyptian authorities have urged legal action against media outlets they deem to be publishing “fake news”, and rights activists say several local journalists have also been arrested in recent months. Sisi, a former military commander, is virtually guaranteed to win a second term after all serious opposition pulled out of the race citing intimidation after a major challenger was jailed. The election commission says the vote will be free and fair and Sisi has said he wanted more candidates to run. Sisi’s critics say he has presided over an intensifying crackdown on dissent. Supporters say tough measures are needed to stabilise the country after years of unrest that followed a 2011 popular uprising. A British Foreign Office spokeswoman said the foreign secretary had raised Trew’s deportation with his Egyptian counterpart. “The Egyptian authorities have not shared any evidence of wrongdoing. TWO KILLED, 4 OTHERS WOUNDED IN EGYPT CAR BOMB EXPLOSION. EGYPT A bomb placed under a car exploded in Egypt’s second city Alexandria on Saturday, killing two people including a policeman, two days before the country is due to hold a presidential election. The bombing, which wounded four other policemen, targeted Alexandria’s security chief, police Major General Mostafa al-Nemr, the interior ministry said. There was no immediate claim of responsibility for the bombing. Islamic State released a video last month in which it warned Egyptians against taking part in the upcoming vote and urged Islamists to attack security forces and leaders. State news agency MENAquoted Nemr as saying that two people, a policeman and a driver, were killed in the blast. Photos on social media that Reuters could not independently verify showed a burnt out car and smoke at the site of the blast. “On Saturday March 24 an explosive device planted underneath a car exploded … as the Alexandria security chief drove by,” the interior ministry said in a statement. Eyewitnesses said police and military personnel formed a cordon around the site of the explosion. Local television stations later showed Nemr unharmed and inspecting the area.

Egyptians online have roundly ridiculed the idea since it was announced in 12 March, many of them held that it was merely a ply by government and intelligence agencies to gather information about users and monitor their accounts. "We have a responsibility to protect your data, and if we can't then we don't deserve to serve you," Zuckerberg wrote in a Facebook post. "I've been working to understand exactly what happened and how to make sure this doesn't happen again." Zuckerberg is also set to speak with CNN's Laurie Segall in an interview to be broadcast on "Anderson Cooper 360" at 9 p.m. ET. News broke this weekend that Cambridge Analytica, a data firm with ties to President Donald Trump's campaign, reportedly accessed information from about 50 million Facebook users without their knowledge. Facebook says the data was initially collected by a professor for academic purposes in line with its rules. The information was later transferred to third parties, including Cambridge Analytica, in violation of Facebook's policies. A Facebook user in Maryland has filed a lawsuit against the social network and Cambridge Analytica for improperly gathering her personal data without permission. Lauren Price has been on Facebook (FB)for eight years and claims she frequently saw political ads on the social network during the 2016 election. She is suing the companies on behalf of other US Facebook members whose information was also collected by Cambridge Analytica, a data firm that worked with the Trump campaign. The proposed class-action lawsuit was filed Tuesday at the US District Court in San Jose, California. Price is seeking unspecified damages. On Friday, it was revealed that data analytics company Cambridge Analytica collected information about 50 million Facebook (FB) users through a Facebook survey, and used that information to try and influence voters in the 2016 US presidential election. "Facebook had known about this security breach for two years, but did little or nothing to protect its users," says Price's complaint. This is the first lawsuit brought by a Facebook user over the Cambridge Analytica news, but others are likely to follow. The lawsuit is part of a growing backlash against both companies. On Tuesday, Facebook (FB) investor Fan Yuan filed a lawsuit against the company in federal court on behalf of other investors. The suit claims Facebook made "misleading statements" and neglected to disclose details about third-party access to data, which caused the company's stock price to fall significantly. Price's complaint adds that the companies have violated the privacy of million of people in the U.S. alone, and that users now have a higher risk of identity theft as a result. "There's going to be a lot of litigation flowing from this," said attorney Jay Edelson of Edelson PC in Chicago. He is not involved with either case, but his firm does plan on filing related lawsuits in the near future. "The most direct liability is against Cambridge Analytica. We believe they have violated a host of city, state, and federal laws," said Edelson. "The case against Facebook is less direct. On the surface, many believe that Facebook acted, perhaps, negligently. We believe we will be able to provide more context to how Cambridge Analytica fits Facebook's overall business mode". Facebook has previously said that it removed the offending app in 2015 and asked Cambridge Analytica to delete its data. The company told Facebook that the data had been destroyed. Facebook said it had no comment on Price's lawsuit at this time, but pointed to a previous statement by Facebook deputy general council Paul Grewal. "We are committed to vigorously enforcing our policies to protect people's information. We will take whatever steps are required to see that this happens," Grewal said on Friday. Ethiopia’s internet is in the hands of a state monopoly outfit, Ethio Telecom, the operator has yet to give a reason for the situation. Internet freedom reports have indicated that much of the country is usually stifled with regards to internet access with the capital Addis Ababa enjoying unfettered access. Activists have slammed the government repeatedly for cutting off the internet because they wanted to control the spread of information and materials relating to anti-government protests and human rights abuse. Ethiopia routinely cuts the internet chiefly for political reasons but also for the academic. To forestall the leakage of key university entrance exams, the authorities blocked the internet in 2016 and last year. Ethio Telecom was in November last year named the continent’s largest mobile operator. According to IT Web’s report, with over 57 million mobile subscribers as at November 2017, Ethio Telecom had beaten MTN Nigeria to become Africa’s largest in terms of its mobile customer base. “Ethio Telecom of Ethiopia is now the largest mobile operator in Africa in terms of subscriptions, with 57.34 million mobile subscriptions at end-2Q17. “Ethiopia is also one of the very few African countries that has not liberalised its telecoms market and introduced competition, so Ethio Telecom has a monopoly,” a sector expert was quoted to have said.

Nigeria's Boko Haram returns all abducted Dapchi girls, 5 dead (local media) 21 March 2018. Nigeria Local media portals in Nigeria have reported that insurgent group Boko Haram on Wednesday morning returned all the recently abducted school girls in the town of Dapchi in Nigeria’s Yobe State. One hundred and ten schoolgirls were abducted by the group in February this year in an attack similar to what occurred in 2014 in neighbouring Borno State. Unfortunately, of the returnees, five girls were confirmed dead. Their release comes barely a week after President Muhammadu Buhari visited the school. He met with the parents and promised that everything was going to be done to secure the immediate release of their children. “Boko Haram militants did not come with a single gun, they exchanged pleasantries with community leaders and left after dropping the girls off,” the U.S.-based Sahara Reporters added. Last week, Nigeria’s Defence Minister was quoted as saying the girls will be rescued by the military between this and next week. The most recent issue on the abduction was around an Amnesty International (AI) report released on March 20, which suggested that the army had ignored warning signs. “No lessons appear to have been learned from the terrible events at Chibok four years ago,” Amnesty Nigeria said. The army in response to the claims said in a statement: “it is pertinent to state that most of their narratives are outright falsehood and a calculated attempt to whip up sentiments and mislead unsuspecting Nigerians, demoralise friendly nations and people collaborating with security forces to end the forces of evil in the North-East. “For the avoidance of doubts, no security force was informed of Dapchi school girls abduction as alleged by AI. The Nigerian public and the International Community should know that the Armed Forces of Nigeria is a professional military and has attained the highest form of professionalism in line with international best practices. His candidacy was announced by officials in the Libyan Popular Front party during a news conference in Tunis on Monday. Khaled Guel told al-Araby al-Jadeed, a pan-Arab newspaper, that Libya needed to get past recent divisions. "The humanitarian situation is deteriorating and the path forward is unclear. Therefore many Libyans now believe that the only way to save the country is through Saif al-Islam," he said. In 2015 he was also sentenced to death in absentia by a court in Tripoli. However, he was released in June last year, apparently after being granted amnesty by one of the country’s two competing governments. Col Gadaffi’s second son, now 45, was long seen as a reformist force in his father’s administration, responsible for helping rebuild relations with the West after 2000. With a fluent grasp of English and an urbane air, the London School of Economics graduate was known for his charitable work and often served as the public face of the Libyan regime. But when rebels rose up against his father’s rule in February 2011, the family closed ranks. He was accused of incitement to violence and of murdering protesters. DRAIN THE SWAMP. Brig Sabiiti fires three police officers over desertion March 2018. Brigadier Sabiiti Muzeyi, the newly appointed Deputy Inspector General of Police (DIGP), has ordered for action to be taken against three police officers who escaped from training at the Kigo marine base. Speaking at the pass out of 609 gazetted officers,  non-commissioned officers and men at Kigo, who have been undergoing a basic security and tactical course, Brigadier Sabiiti said the officers have no place in police after such an action. Sabiiti arrived for his first assignment as the DIGP in a military double cabin pickup truck escorted by bodyguards in Military Police uniform. Sabiiti was previously head of Military Police before his appointment into police.  The officers under question include; Probational Police Constables Kenneth Tamale, Julius Lwabayi and Jerry Openyrwoth. They had been sent from Masaka regional police region but after a few days on the two-month course, they abandoned the training base.   A report from their training supervisor indicates that the trio abandoned their weapons and tried to escape from the base. According to Brig Sabiiti, action will have to be taken against the officers.    "How can a police officer abandon his gun? Any officer who abandons his gun has no place in the force," Sabiiti said.  The pass out was the third since 2017 when Kampala Metropolitan Police began implementing the Police Council resolution for all directorates and departments to have internal basic security management courses. So far 1,100 police personnel have undergone the training which incorporates a tactical training for weapons handling, target shooting, and counter insurgency response among many others.  The Kampala Metropolitan Police commander, Frank Mwesigwa, says  the tactical training, especially target shooting, will help officers avoid cases of stray bullets.  Brigadier Sabiiti says he has been impressed by various aspects of the course which include multi-tasking of officers from all units, mixing of officers from all ranks in the training as well as the tactical aspect of the training. "With the current wave of crime, it's important for every officer to be able to respond even if it is a traffic officer. I'm really impressed and I pledge my support for the continuation of the training," Sabiiti said. He added that all other regions, units and directorates should borrow a leaf from this. Some of the officers taken for the course include cadets who have been away from the training school for a year and a half.    While some were selected to undertake the course for poor performance, others were sent for the course due to lack of fitness and gaining of weight.
